This market resolves to YES if an ICE officer discharges a firearm at a person within a U.S. commercial airport and the act fails the "Justified" criteria based on the best available evidence. If no shooting occurs by the end of the current government shutdown over DHS funding, or if the shooting is objectively justified, this market resolves to NO.

"Justified" Criteria (Resolves NO)

A shooting is JUSTIFIED if any of the following physical facts are confirmed by video, forensics, official reports, or widely corroborated mainstream reports:

  • Brandishing: The subject was brandished a firearm (or realistic replica), explosive, or bladed weapon.

  • Detected Weapon + Threat: A weapon was known to be present (e.g., via scanner/search) AND the subject was aggressively non-compliant or making a move to retrieve it.

  • Charging/Assault: The subject was rapidly "charging" toward an officer/bystander or was engaged in a physical struggle (e.g., tackling, striking).

  • Mass Casualty: The subject was an active shooter or attempting a mass-kill event.

"Unjustified" Criteria (Resolves YES)

A shooting is UNJUSTIFIED if any of the following conditions are met:

  • Non-Threatening/Unarmed: The subject was unarmed and was not charging or assaulting anyone (e.g., shot while fleeing, hiding, or standing still).

  • Bystander Strike: An agent’s intentional discharge struck an innocent bystander who was not the intended target of a justified engagement.

  • Negligent Discharge: The weapon fired accidentally and struck a person.

  • Official Indictment/Ruling: A formal ruling of "Unjustified" or "Excessive Force" by a government body, unless contradicted by the evidential override below.

Evidential Override (Verified body-cam/CCTV footage or forensic evidence takes precedence over any official statement)

  • YES if video/forensics shows the subject was unarmed and non-aggressive, even if the DHS/DOJ claims "Justified."

  • NO if video/forensics show the subject was brandishing, charging, or assaulting, even if a Local AG/DA indicts for "Unjustified" use of force.
