To me it seems clear that the core of the story - the paperwork was falsified - is true. The defense seem to be basically that it isn't a big deal, lots of people do it, they are only charging for political reasons, etc....
While I agree that is probably fair, the essence of "did she technically break the law" seems to be yes to me.
