Admins & mods can delete spam comments

Admins & mods can fully remove comments from market pages with the delete button. This should only be used for spam.

Note: this doesn't delete the comment from the database, it just filters it from the comments endpoint.

Maybe worth adding this to the superban, as that's only used for spam iirc

@Ziddletwix yeah, didn't seem that important as we don't have that many

@ian yup unlikely to matter much (although i might expect spam bots to start making much heavier use of posts now that they're a feature, but atm not particularly important)
