Only the standard format counts. Cards resolve YES if banned before rotation, NO if not banned at rotation.
Alchemy does not count. Cards being banned and then unbanned still counts as a ban. I will wait until rotation to resolve answers NO, even if a ban announcement leaves these cards untouched. A ban announcement that coincides exactly with rotation would not be sufficient for a YES resolution.

@Ziddletwix I really should have gone with a longer list of options. That is a lot of bans!
@UnconditionalProbability I just set up an open market that I intend to just keep rolling. Cards will resolve YES at each announcement and then we'll clear NOs at the end of the calendar year. Users can add whatever seems possible. Hoping that might get a little more warning.
