Whether this new municipal sales tax will be on top of current sales taxes which currently amount to 13% in all of Ontario or will replace some of the provincial sales taxes to keep the percent unchanged in Toronto I'm not sure.

Market will resolve to yes if the total sales tax rate in Toronto exceeds the total sales tax rate in general Ontario cities by 2025.
