This is possible if a special election flips control of the chamber or if multiple members leave Congress before special elections are held. Will also resolve YES if a Speaker of the House election is held and the new speaker is from a different party than the previous one, but this is not required for a YES resolution as long as a different party has a permanent majority of seats.
