Could you further define 'commonly'? Do you mean just flagship phones? Worldwide? Literally a majority of phones? One model from half of major manufacturers? If just apple does it on their highest-end model, will that qualify? What if just Samsung on their highest end model? Apple + Samsung and no one else?

I believe some of Samsung's phones already have 16GB of ram, and you're asking this as a question, so clearly that doesn't qualify.

What if they ship iphones with 16 gb of ram but don't say anything about LLMs?
