Resolution Criteria

This market will resolve YES for any individual listed who makes a public statement in 2025 falsely claiming that Ukraine initiated or is responsible for starting the war with Russia.

Statements must:

  • Be made during the calendar year 2025

  • Be verifiable through reliable media sources, official transcripts, or social media posts from the individual's verified accounts

  • Clearly attribute the initiation of hostilities or primary responsibility for the conflict to Ukraine rather than Russia

  • Any statements to the effect that "Ukraine started the war" counts even if it is part of a larger point about NATO enlargement causing the war. However, merely saying that "the west" started the war doesn't count.

  • Stating that Ukraine shares "some blame" for the war will count too

The market will resolve NO for individuals who do not make such claims during 2025.

Clarification

The statements must be made AFTER this question was posted, i.e. March. 8. 2025

Sacks was at least saying that 2014 Maidan was a "coup" (a Russian propaganda lie being used to justify the war) after March 8th 2025 (https://www.sahmcapital.com/news/content/bill-ackman-clashes-with-david-sacks-over-ukraine-strategy-asks-if-us-should-let-russia-take-the-rest-of-eastern-europe-2025-03-10). He also suggested that Ukraine was neutral up to 2014 (even though it had pro-western governments from 2004 until Yanukoyvich returned), and therefore suggests that Ukraine's "lack of neutrality" after Maidan is the reason Ukraine has had trouble (i.e. was invaded by Russia in 2014, an invasion which in turn was expanded in 2022) since then.

This at least sounds like a pretty strong hint that Ukraine was responsible for being attacked (by not being "neutral" after a "coup").

@Pjfkh from the context of the exchange, I think he was blaming the US for getting involved. I don't think his point was to blame Ukraine. The most I can say is that he clearly shows that he has a world view that's coherent with the claim that Ukraine is responsible for the war, but I don't think he made a claim to this effect.
