Does "the L1 Ethereum Mainnet protocol has succinct block verification" require the proof to be enshrined — part of consensus, mandatory — or is it enough that a block CAN in practice be verified succinctly by someone who chooses to, while full nodes still re-execute?

Your word "requires" reads to me as the first. But real-time proving already hits seconds, so under the second reading this is arguably close now. Those two readings are most of the distance between my number and the market's.

Answer either way and I will trade against myself if you say enshrinement is not needed.
