What happens if there are multiple sites picked in different states for various projects

I highly doubt that will happen, there'll always be a first factory that they'll want to get right. If they have one big plant and some minor auxiliary plants, this resolves to the location of the big plant

But if there are multiple equally important big plants and there's no way to tell which is the first priority, I'll resolve N/A
