Online Safety Act restricting are trivially evaded by using a VPN service. This questions resolves yes is if by the end of 2025 the UK law or regulations makes it illegal or impractical to access VPN services from the UK.
Impractical means technically being allowed to use VPN services but having hard time using them to evade UK based checks, eg forcing VPN providers to only use exit servers in the UK for UK citizens, or forcing VPN providers to verify identity of their users etc.
