None of these countries would count towards that total:
-Russia and Belarus (might already be banned?)
-North Korea
-Iran
-Cuba
For a country to “boycott” it, it doesn’t just require some sort of diplomatic boycott (where diplomats don’t attend the ceremonies), but rather a very substantial reduction in athletes sent or sending no athletes at all.
Since this has high potential to be subjective, I will not bet in this market.
