For this market, a PCIe card has to be purchasable on their website without having to "Contact Sales", with a credit card. eBay or private sales won't count.
If they only sell complete systems that have PCIe cards inside, that still counts since the card was sold. But if I can only buy the chips, that won't be enough.

@AgenticLondoner I can pay for an X subscription with a credit card, and PayPal is linked to my credit card. So I would count those.
But not if I they invoice me and I have to wire them the money. (which is usually what happens if I "Contact Sales")
