With the house, senate and presidency under control by the Republicans, a budget may get passed this year that will contain cuts in entitlement programs.
This will be resolved after a budget is passed by congress and signed by the President.
Resolves to Yes if the budget passed & signed will cut social security and Medicare spending by 5%. This is 5% for their combined spending.
Resolves No if neither item's budget is cut or if the total difference between the next budget and the previous is still less than 5%.
For example. if growth in Social Security spending is offset by Medicare spending cuts such that the total change is still a 1% growth, then the answer resolves to No.
