Proposal 36 800 VIII, nr. 126 was submitted by Member of Parliament Fatihya Abdi (GroenLinks-PvdA) with the goal to provide €10 million in funding to allow Ukrainian refugee students to pay the statutory tuition fee (wettelijk collegegeld) for the upcoming 2026–2027 academic year. While the Dutch Cabinet has already agreed to grant statutory fee status to Ukrainians, their current plan only takes effect on September 1, 2027. This amendment seeks to accelerate that relief by one full year to prevent a "lost generation" of approximately 1,000 Ukrainian students who will graduate secondary school in 2026 but cannot afford the €10,000–€20,000 institutional fees.
